Recruitment for Climate-Resilient Landscapes for Sustainable Livelihoods in Northern Ghana (CRLSNG) Project Management Unit (PMU)

The Environmental Protection Authority is seeking to recruit suitably qualified professionals for the underlisted positions for the Climate-Resilient Landscapes for Sustainable Livelihoods in Northern Ghana (CRLSNG) Project Management Unit (PMU) under a 12-Months renewable contract.

Background

The Government of Ghana, through the Environmental Protection Authority (EPA), an Agency under the Ministry of Environment, Science and Technology (MEST), has successfully obtained a grant from the Green Climate Fund (GCF) for a seven-year project to boost climate resilience for smallholder farmers in northern Ghana by enhancing food security, strengthening the rural economy, and promoting sustainable livelihoods through climate-resilient agriculture, water management, landscape restoration, and resilient infrastructure.  The UN Environment is the Delivery Partner for the project, with the role of supporting and overseeing the implementation of the CRLSNG project.

The project entitled “Climate-Resilient Landscapes for Sustainable Livelihoods in Northern Ghana” will be implemented by a small project team headed by a National Project Manager. The CRLSNG project will strengthen climate information services, promote and implement climate-resilient agricultural practices, restore degraded landscapes to reduce vulnerability to droughts and floods, facilitate smallholder farmers' access to finance, and enhance local knowledge and awareness of climate risks and adaptive practices to support long-term adoption.

The key position required under the project is:

A. PROJECT MANAGER (PM)
The National Project Manager will be responsible for the achievement of the expected Outcomes and Outputs of the CRLSLNG project as enshrined in the approved GCF Funding Proposal document and the Project Cooperation Agreement (PCA) between the Environmental Protection Authority (EPA) under MEST and the UN Environment Programme (UNEP). This will include the overall planning, organization, coordination and implementation of the Ghana CRLSNG Project. The National Project Manager will also be responsible for ensuring that all the project resources (funds and consultant inputs) are effectively managed in accordance with the GCF-Funded Activities Agreement (FAA) and the Project Cooperation Agreement (PCA) between the Environmental Protection Authority (EPA) and the UN Environment Programme (UNEP), and in accordance with the provisions of the stated agreements. a. Responsibilities The applicant, when successful, shall be responsible for the the following: • Manage and coordinate the day-to-day technical activities of the implementing agencies under the Project; • Build the capacities of the Project Team in all aspects of implementation and monitoring to ensure and sustain such capacities within the project implementing institutions for effective and efficient project implementation; • Provide leadership and guidance to the PMU in the discussions with external partners on pertinent issues that may arise relating to project implementation activities in accordance with GCF and UNEP policies; • Ensure that the implementation of the project is executed in strict compliance with the conditions of the FAA and PCA while adhering to all relevant policies and guidelines of the GCF and UNEP, and the applicable laws of the Republic of Ghana; • Ensure robust coordination and cooperation among implementing entities, implementing agencies and all stakeholders in the implementation of the project while ensuring the realization of the project objectives. • Ensure strict compliance to project reporting requirements b. Tasks In order to achieve the expected Outcomes, Outputs and Deliverables, the National CRLSNG Manager will perform the following tasks: 1. Project Management Manage the day-to-day implementation of the project at national, regional and district levels, including coordinating the delivery of activities and outputs (such as workshops, studies, field works, visits, supervisions, and publications); i. Ensure that project activities and results are delivered in accordance with the required quality standards and specified time and cost constraints; ii. Sign and implement memorandum of understanding with implementing partners to ensure successful implementation of project activities to achieve project outputs and outcomes; iii. Develop TORs and assist in the identification, selection and recruitment / procurement of consultants or other service providers; iv. Supervise and manage the work and deliverables of national and international consultants, as well as other service providers and partners; v. Supervise the Technical, Climate Resilient Expert, Administrative, Procurement and Finance Officers to ensure that financial, procurement and human resource processes are managed in line with Funding Proposal and Project Cooperation Agreement provisions, and that records of project documents and assets / equipment list, including financial and procurement documents, are maintained in accordance with audit requirements; vi. Ensure the timely preparation of annual and semi-annual work plans, procurement plans and budgets for approval by the Project National Director and Project Steering Committee, with prior endorsement of the UN Environment Task Manager; vii. Regularly monitor and report on project performance and delivery to the Project National Director and the UN Environment Task Manager, including progress, achievements, challenges encountered and proposed corrective actions; viii. Prepare bi-annual project Interim Progress Reports for the UN Environment; ix. Ensure timely preparation and submission of budget revisions, financial reports (including quarterly expense reports), and cash advance requests; x. Serve as Secretary to the Project Steering Committee, organize biannual PSC meetings, and ensure the timely preparation of meeting documentation (including progress reports) and meeting minutes; xi. Identify and resolve logistical and organizational issues under the guidance of the Project Director, the GCF Focal Point and the UN Environment Task Manager; and xii. Undertake other tasks assigned by the GCF Focal Point as part of the GCF CRLSNG Project. xiii. Ensure that the Project’s sites, interventions, and the Final Beneficiaries are selected in accordance with the Eligibility Criteria xiv. Ensure that project funds are be applied for Eligible Expenditures only, at all times, during the implementation 2. CRLSNG Process Coordination: i. Lead the organization of, participate as a resource person, and represent the project in workshops and meetings, in close coordination with the GCF Focal Point; ii. Provide background information and inputs to studies, reports, policy briefs and other project outputs, and review draft deliverables; iii. Facilitate collaborative and consultative processes with all key stakeholders to ensure the involvement of government and other stakeholders (including national and local authorities, non-government organizations, academia, and private sector actors) in the development of project deliverables and results; iv. Ensure that Project Components and Deliverables are closely aligned to supporting the integration of climate change adaptation into national, sectoral, regional and district strategies, plans and budgets. This will involve ensuring close working relationships with key stakeholders, including the Ministry of Environment, Science and Technology, Ministry of Food and Agriculture, Metropolitan, Municipal and District Assemblies in project areas, NGOs, key climate-vulnerable sector Ministries, Departments and Agencies (MDAs), and Traditional authorities; v. Ensure that the GCF and UNEP Guiding Principles for climate resilient landscapes are applied in the implementation and monitoring processes. 3. ESS Provisions and Coordination i. Ensure that project funds do not support or finance, directly or indirectly, any activities with potential environmental and social risks ii. Enusre that adequate measures are put in place to ensure that the management of the environmental and social risks and impacts arising from the activities complies at all times with the recommendations, requirements and procedures set forth in the Environmental and Social Assessment and Management Framework (“ESAMF”), including disclosure policies c. Qualification Requirements for the Project Manager The successful candidate for the National Project Manager role will have the following profile: Requirements • A postgraduate degree in natural resource management, environmental engineering, agriculture or a science in related field; • Must possess, at least ten (10) years post-graduate post-qualification experience in areas of work related to national and sector policy development and analysis, institutional assessment, capacity building in relation to environment, natural resources and sustainable development, most preferably in areas related to land restoration, sustainable alternative livelihoods, climate change adaptation and sustainable land and water management; • Must have, at least two previous professional positions / assignments related to facilitating and coordinating the participation of government-led stakeholders in an externally-funded program or project in Ghana or elsewhere; • Must have successfully prepared, secured, managed and completed the implementation of, at least two, funded projects of similar nature and complexity with multi-stakeholder institutions cutting through multiple government organizations, district assemblies, donor agencies and traditional authorities and local Communities, and with particular emphasis on the middle to the northern belts of Ghana in the past 10 years; • Must possess at least ten (10) years of working experience within the government sector in Ghana and must have worked through all the ranks up to senior management roles; • Must demonstrate proven extensive experience in preparing, managing and implementing multi-donor support funded interventions in the environment and land restoration sub-sectors in Ghana for at least fifteen years; • Must possess demonstrable experience in project management in the environment landscape for at least ten years in multi donor funded interventions across multi-stakeholder groups and institutions; • Must possess extensive demonstrable experience in people and talent management across all expert fields for maximum output; • Excellent communication skills in written and oral English; • Must possess a good track record of developing winnable technical papers and proposals; • Demonstrable knowledge and experience in the traditional Ghanaian social structure. Desirables • Extensive experience working with the Government of Ghana and its agencies, especially in the environment and agriculture sectors; • Experience in program development and implementation spanning over fifteen years; • Excellent skills and experience in stakeholder engagement and facilitation; • Professional experience in the World Bank, United Nations, and other international multi-lateral systems; • Extensive experience of at least seventeen years of implementing agriculture and land restoration activities in local communities in the northern and middle belts of Ghana and coordinating the same with local authorities with relevant government institutions. The National Project Manager will be recruited for an initial period of twelve (12) months and renewed upon the satisfactory review by the Delivery Partner (UNEP). Salary/remuneration shall be commensurate with background and experience of the successful applicant.
B. PROJECT FINANCE OFFICER (PFO)
The Project Finance Officer will work under the direct supervision of the National Project Manager for the Climate-Resilient Landscapes for Sustainable Livelihoods in Northern Ghana (CRLSLNG) project to ensure the achievement of the expected Outcomes and Outputs of the Project as set in the approved GCF Funding Proposal document and the Project Cooperation Agreement (PCA) between the Environmental Protection Authority (EPA) of the Ministry of Environment, Science and Technology (MEST) and UN Environment Programme (UNEP). S/he will be responsible for the overall financial management for effective implementation of the Project. a. Tasks Under the supervision of the National CRLSLNG Project Manager, the Project Finance Officer will be responsible for the execution of financial management activities such as maintaining project accounts, Maintaining Cash book and ledgers, undertaking bank reconciliations, preparing quarterly and annual expenditure reports, preparing budget revisions and cash advance requests, preparing annual financial statements, among others. The Project Finance Officer will be based in the Project Management Unit located in the premises of the Environmental Protection Authority (EPA). Specifically, the Project Finance Officer will have to: At the financial management and accounting level: • Effectively implement, manage and keep the accounting records of the project; • Prepare budgets and cash flow projections in accordance with the Approved Workplans • Arrange and archive accounting records in an appropriate manner in accordance with UN International Accounting Standards and Procedures Manual and the provisions of the Financing Agreements; • Under the supervision of the National CRLSNG Project Manager, prepare quarterly, mid-year and annual financial reports of the project at the established frequency and forward them not later than the fifteenth day at the end of each reporting period, while ensuring prior control of all financial information; • Regularly monitor the financial implementation of the project within the approved budget and in accordance with the provisions of UN Environment and the provisions of the financing agreements; • Manage second-tier accounting operations at the districts and sectoral levels; • Carry out the year-end inventory (fixed assets, inventories, depreciation); • Carry out the closing of the accounts at the end of the year; • Prepare and facilitate the conduct of annual project audits, and improve internal control procedures by considering audit recommendations; • Oversee the coordination of financial inclusion activities and provide advice on blended finance; • Perform any other tasks assigned by the National CRLSNG Project Manager. b. Knowledge Management and Learning The incumbent must be willing to share knowledge and experience of the project implementation with stakeholders within the confines of the PCA. S/he must actively work towards continuing personal learning, acts on learning plan and apply newly acquired skills. c. Qualification Requirements for the Project Finance Officer The successful candidate for the Finance Officer position must have the following profile: • Must have at least a first degree in accounting and/or Finance and a Master’s degree in business administration, Accounting, Finance or any other equivalent degree; • Must be a full member-in-good-standing of at least one (1) international professional body and one (1) national professional body in finance and accounting and has practice for at least 5 years; • Must possess, at least, ten years post qualification experience in finance and accounting and within a structured system; • Must have, at least, four years professional experience in accounting and finance within a program, project or reference structure with the United Nations, World Bank or a multilateral system which is implemented by a national agency of the Government of Ghana; • Knowledge and experience in the preparation and implementation of financial policies and procedures; • Must possess extensive experience in working with EPA internal accounting and financial procedures and processes for at least five years; • Ability to communicate accounting and financial thoughts and practice effectively, both orally and in writing, is required; • Must possess sufficient knowledge and training in financial management of development projects funded by the United Nations, World Bank or multilateral organizations; • Proven experience in working with big data to obtain, evaluate and interpret factual information and to prepare accurate and complete reports for high level considerations; • Proficiency in oral and written English is required; • Ability to work under pressure, with short lead times. • Possess exceptional computer skills and a good working knowledge of Microsoft Office applications and accounting software such as QuickBooks, Pastel, among others; • Must have proven experience in working efficiently with online MIS infrastructure/setup; • Must be highly proficient at the use of Ghana Integrated Financial Management Information System (GIFMIS) and other GoG accounting tools; • Must demonstrate a good understanding of the Public Financial Administration landscape in Ghana; • Should have a good understanding of financial inclusion and developing of blended finance models that are viable • Must be proficient at producing financial reports and representations of such reports at all levels of reporting structures; • Must be experienced at managing multiple stakeholders at the same time; The Project Finance Officer will be recruited for an initial period of twelve (12) months and renewed upon the satisfactory review by the Delivery Partner (UNEP). Salary/remuneration shall be commensurate with background and experience of the successful applicant.
C. PROJECT PROCUREMENT OFFICER (PPO)
The Project Procurement Officer shall work under the direct supervision of the National Project Manager for the Climate-Resilient Landscapes for Sustainable Livelihoods in Northern Ghana (CRLSNG) to ensure the achievement of the expected Outcomes and Outputs of the Project as set out in the approved GCF- Funded Activities Agreement (FAA) and the Project Cooperation Agreement (PCA) between the Environmental Protection Authority (EPA) of the Ministry of Environment, Science and Technology (MEST) and UN Environment Programme (UNEP). Successful candidate shall be responsible for the overall procurement and logistical management for the effective implementation of the CRLSNG Project. a. Tasks Under the supervision of the National CRLSLNG Manager, the Procurement Officer will be responsible for full compliance with UNEP, GCF and GoG procurement regulations, strategic coordination, logistics management among others. The Procurement Officer will be based in the Project Management Unit located in the premises of the Environmental Protection Authority (EPA). Specifically, the Procurement Officer will have to: At the Procurement and Contract Management level: • Develop and implement procurement and contract management strategies in accordance with the Project Objectives and Project Cooperation Agreement; • Prepare and maintain efficient and systematic procurement records for the project; • Prepare procurement plans and projections in accordance with the Approved Workplans and Budget; • Ensure implementation of procurement activities in accordance with the UNEP and Government of Ghana regulations; • Under the supervision of the National CRLSNG Manager, manage complex, high-value and volume procurement in compliance with UN procurement rules • Prepare quarterly, mid-year and annual Procurement management reports of the project at the established frequency; • Regularly monitor the procurement implementation of the project within the approved procurement plans and budget in accordance with the provisions of UNEP procurement regulations and the provisions of the financing agreements; • Ensure efficiency, sustainability and value for money is embedded throughout the procurement and contract management process; • Coordinate bid evaluation activities including analyzing bid responses and making recommendations in accordance with UN rules and GoG regulations; • Ensure efficient risk assessment, profiling and mitigation systems to achieve project objectives; • Lead in the procurement of complex and high-value goods, works, consulting and non-consulting services in accordance with UN rules and GoG regulations; • Carry out strategic sourcing activities in accordance with UN procurement regulations • Provide technical advice on procurement activities to the PMU; • Ensure efficient contract negotiation and conflict resolution efforts throughout the procurement and contract management cycle; • Prepare and assist in annual and periodic project audits, and improve internal control procedures by considering audit recommendations; • Perform any other tasks assigned by the National CRLSNG Project Manager. b. Knowledge Management and Learning The incumbent must be willing to share knowledge and experience of the project implementation with stakeholders within the confines of the PCA. S/he must actively work towards continuing personal learning, acts on learning plan and apply newly acquired skills. c. Qualification Requirements for the Project Finance Officer The successful candidate for the Procurement Officer role must have the following profile: • At least a Master’s degree in Procurement and Supply Chain Management or any other equivalent degree; • Must be a full member-in-good-standing of at least one (1) international professional body in procurement and supply chain for a minimum of five years, and, at least, one (1) national professional body in procurement and supply chain practice in Ghana; • Must possess, at least, fifteen years of professional experience in procurement and contract management experience within a structured organization system working with government and donor organizations; at least eight years of which must be within a program or project setting with the United Nations or World Bank systems implemented by Government of Ghana, • Proven experience in managing procurement in a project of similar nature and complexity over the past five years; • Knowledge and experience in the preparation and implementation of procurement plans, bidding documents, evaluation reports, contract documents for small, medium and complex procurement activities, inventory management and logistics; • Must possess proven experience in managing and coordinating procurement in a multi-agency setup for at least ten years; • Must possess extensive experience in working with EPA or similarly structured internal procurement, administrative and financial procedures and processes for at least twelve years; • Ability to effectively communicate professional and strategic procurement thoughts, principles and practice both orally and in writing, is required; • Must possess sufficient knowledge and training in procurement management of development projects funded by the United Nations, World Bank or multilateral organizations; • Proven experience in working with big data to obtain, evaluate and interpret factual information and to prepare accurate and complete reports for high level considerations in procurement management and implementation; • Proven extensive experience working within the procurement system of Ghana across all levels and demonstrate mastery in using procurement tools; • Proficiency in oral and written English is required; • Must have high level of integrity and reliability; • Ability to work under pressure, with short lead times. • Possess exceptional computer skills and a good working knowledge of Microsoft Office applications, and a proven experience in working with online Management Information System (MIS) tools; • Must be proficient at the use of Ghana Integrated Financial Management System (GIFMIS) and Ghana Electronic Procurement System (GHANEPS); • Must demonstrate a good working knowledge of the Public Procurement Act and related legislation The Project Procurement Officer will be recruited for an initial period of twelve (12) months and renewed upon satisfactory review by the Delivery Partner (UNEP). Salary/remuneration shall be commensurate with background and experience of the successful applicant.
